Actually,

there is a biological precedent for this sexual arms race. Take a look at the cork-screwed vaginas and penis of the duck!

then you are missing out on some good books. Take Jurgen, it was banned in the 30s, which is to say it wasn't that bad but a lot of metaphors. or another good series is the Kushiel's.

the series in question aside, you make it sound like these two things are mutually exclusive.

Isn't that like all of Harlan Ellison worst ideas, rolled into one?

I hope you realise that you have just described a book about giant mobile penises and vaginas as part of a 'pretty good series'. Sounds more like erotica to me.

The comic from the other day about genetic optimisation/giant penises was pretty good, but I couldn't help noticing the remarkable similarity to an actual published book:

In Brian Aldiss' Heliconia Winter, there are also scientists who create larger and larger mobile living sex organs. In the end the giant schlongs get so big that they are useless for regular humans so they have to make giant mobile vaginas as well. Then a lot of shit goes down and years later people end up worshipping them and hunting them for food when their space station runs out and other stuff.

So yeah, I'm sure Zach didn't actually steal the idea, but it's been done before, and it's a pretty good series: en.wikipedia.org/wiki/Helliconia

Just thought I'd point that out.
