Ahhh, that's a puppet on a stick. It looks as if the child was pushing their head up, but it wasn't clear to me the stick was attached to the head. I'd have gotten it if they were puppets on strings.

In the top panel, it looks like the person is growing older over time. In the lower panel, we discover that all of the three grown-up figures are in fact puppets being operated by a stick. The child is struggling to manage the oversized puppets from behind. So, despite the physical appearance of growing up, she is actually a "child at heart" and struggling to behave as maturely as she is expected to be.

Just wanted to explain in more detail, since some people might not immediately see that the adults in the lower panel are puppets.
