It works like this:
Imagine a dial like an old-school voltmeter, with a wobbly needle. Let's call it a "good-ometer".
On the left side is "Bad" and on the right side is "Good". When turned off, the needle points straight up.
When applied to the problem of "Stupid people breeding more than smart people", the "good-ometer" needle moves toward the left, i.e. toward bad, i.e. "to bad".
The speaker in the first panel is simply reading off the good-ometer held in her right hand, clipped by the bottom of the frame.
