I thought he was just being a jerk, but given her facial expression in that second-to-last panel, your explanation makes this comic much funnier. Either that, or any examples she can think of aren't child friendly.

The only thing I can come up with is that the child itself is considered 'an accident', which mom obviously can't disclose to the child as that would be really really (/really/ really really) horrible. But I'm pretty much convinced that's not the right explanation.
