Nah, it's just techno-babble. For example, "two-thirds adder" is just a joke on half-adders and full-adders, and a NOT-NAND isn't a real gate (it's technically an AND, I guess?). The diagram is also full of pseudo-gates, most of the gates that should take 2 inputs (if they were real) only have 1 path leading in, and many of the paths are nonsensical or converge without logic gates to combine them.
