I always wondered about this, but I thought the Queen could skip over someone if she didn't think they deserved it etc. I thought she could just say 'eh no that other person gets to be king next'. I also reckon Charles signed off on his right to be king when he married Carmilla. I reckon he made a personal promise to queenie to abdicate if it came to him.
