The only important question is, can my intended recipient understand what I mean to say? I might say "girl" and mean a 20-something, but you know what I really mean. What's the trouble there? You're misrepresenting my argument by including rappers that "make up words", but I might as well defend them anyway; after all, what they're really doing is speaking a different dialect where those words already exist. Don't know what a gold digger is? Well someone does. It's a really uncomfortable argument when you talk about "rappers" who are "making up words", because what you're really saying is that "black people" speak their "own dialect" that you happen not to be familiar with*, which really is no excuse. It's like going up to a Mexican and saying "quit making up words and speak English like the rest of us!" Of course "rappers" can understand each other fine when they talk to each other. You're the one who's out of the loop there.
*I like reading the facebook comments of people who talk like this, because it really is a different dialect. And I can understand it to some degree, I usually have to sound out the words to recognise it, but they have no problems with reading it or saying it at all. I find it really interesting how this happens, personally.

You caught me, but that's just the most prominent thing I want to address. Many Africans or black people or whatever I'm supposed to call them want to have a cultural distinction, and I don't blame them really. It's just that I have a real hard time understanding them. Let's just assume I have a bias against this matter, and that that example should be thrown out. Excluding waryness of people's bias being used to control language, I still think there should be some form of quality control.
Perhaps what I'm thinking of as language is too vague? What does it mean for the language to change? I am the same person as I was ten years ago, but I am drastically different mentally and physically. Each change was gradual and is only noticed by comparison. I'm honestly being pretty forthright with you here, but I'll do my best to not obfuscate things.
So it'll be pretty awful to start by saying this: language change is not really a simple thing. I'm certainly talking like it's just one phenomenon but it is actually a huge field of study with tons of research. However, we'll ignore most of it by focusing only on the current pressing issue, that is, "lexical change."
Things will get pretty simple if I explain one thing up front; language change is not really a personal thing, because after a critical period of language development theorised to end sometime in the teens. That is, after this period, it is no longer easy to change your lexicon or linguistic skills. Changing the lexicon is certainly much easier than a lot of other aspects of language (anyone can learn a new word!) but it's simply not as easy. Because of this, you can basically look to any group of older people and study how they talk; then you'll have a pretty good idea of how language was spoken when they were twenty-somethings. This is an extremely useful technique for studying language change.
Now, everyone has their own personal lexicon, essentially, and within that there are words, and what that person understands those words to mean. And they use that exactly as they think they're supposed to. However, people don't really share the same lexicons; so when someone picks up a new word, they understand how to use it in those contexts but when they try to use it themselves they may critically screw up. This is very important. Even if every person screws up just a little, multiply that by every time that word is used and it's very easy to see how things get out of control.
Let's go back to "girl", as before. Let's consult the dictionary; so, now we're going to speculate a little. I don't pretend to know even a little the precise etymology of it but I'm willing to make it up. Let's say that first we have only the first meaning, a "young female". So what is a young female? Well, let's say a girl under the age of 12. Someone hears someone else using the term, but they fuck it up and start using it on 12-year-olds, 13-year-olds, 14-year-olds. Eventually we're all the way up to 50-year-olds. Pretty ridiculous! But this could be what actually happened. I don't believe it for a second, but given my materials it seems like a perfectly valid hypothesis. That's language change. Moreover, you can start to see how something like this could sneak by, and how we might find out about it; let's say, ten years ago all girls were 10 and under, and now they're 20 and under, so then you can check to see what 30-year-olds think and what 20-year-olds think and it should line up like this. Pretty simple stuff.
