Almost any graphics program with the exception of Microsoft Paint can do transparency. Even Kolourpaint, the Linux/KDE equivalent of MS Paint.
I figured as much about the jpeg, but I should be able to adapt it, it just wouldn't save back as a jpeg, right? I think I had Microsoft's program when I was trying to make it. Digital Image Pro? Something like that? Anyways, I knew Paint didn't, but I couldn't figure out how to make this program do it either. Whatever, I'm not really concerned about it, as I don't really have the need for it at present.

Whatever, I'm not really concerned about it, as I don't really have the need for it at present.
What could be more important than making transparent gifs?
