What exactly is 'wot'. Does it mean that? Because I was perusing Rock Paper Shotgun the other day and they had a disc that was supposed to be a racing game called "Car Wot Goes Fast."

I don't think it's exclusively British.
Merriam-Webster says that use is "chiefly dialect", which is no help at all.
