Annoying and for people that don't realize a game is supposed to be played for fun?

It depends on the type of game. Some games have stat padding being the majority of the fun. However, I don't think those types are really the ones you are talking about.
And that I understand. The types of games you are referring to it is a pain for those who just want to get in and play. It's an endless cycle really. Person A wants to pad their stats because they think it'll be impressive. A few more friends do the same to try to compete, and so on. Then months later Person B wants to join and either does, and quits playing because everyone is beating up on him, or has to stat pad himself.
It's too bad, really. It is what has ultimately made it harder and harder for me to go back to Runescape.
It is also why I like this text-based one that was advertised here a week ago. You can only do so much in a given time. So, regarding stat-padding, you can only spend a small amount of time per day doing it. Say, 30 minutes or so. That is, if you are efficient about it. But efficient or not, you end up in the same place.

If it's in the rules of the game, it's part of the game and if you don't like it just shut-up and play something else (like what lethal did). Or, if you really want to keep playing, write the game studio and tell them why you think they should change their weighting/balancing system.

Its Call of Duty 4. People trying to get to the 10th Presitge and get the golden weapons and all that. It just really cheapens for someone like me who like to play games for fun and like to earn things. I spent $37, stupid stat padders aren't going to stop me from playing. Its just annoying.

Hey, for some people stat-padding is the fun. They just like beating the crap out of everyone else.
Like my roomate in first year university.
We would play Quake 3. We all had particular skins. Well he chose this sheep skin where you couldn't see the top half of where the player would be. Technically, I believe, it is the same target, but it is still harder too see and hit. Well there was one map where he would perch himself in one place with the railgun, where all entrances to the area were visible. And then he would blast anyone who came in.
Needless to say, it became considerably less fun for us (really just in that level though), but he seemed plenty content at just slaughtering us.

Thats not really stat padding. Stat padding is going on gamefaqs, asking "Anyone wanna trade headshots" then going to a 1v1 match and just trading headshots to pad their stats. Or in BF2 when they would try to designate a space for a small group of people to take turns killing each other. In the BF2 one though I got to spoil it form them and went sniper, picking off the guys on the other team. So I guess they padded my stats.
