As for people training for it, I find it to be unlikely and enlightening.
We know the avatar is born able to do all 4, and that some people can bend and others can't. It never says why some can or can't. Toph was taught by badgermoles. Did she have the ability to do so from the beginning? Did learning from the moles allow someone not usually able to learn to in fact actually learn? Or is it like the ability to draw, that anyone could potentialld but that people just stink?

Considering it's links to martial arts I'd assumed it would just be a training thing, some would be more naturally gifted than others, some would never be able to get it etc.
