I'd gather it is a "nip it in the bud" type rule.
There are acceptable animated avatars. Slow refresh rate, not terribly annoying.
And then there are the others. Awful things, those.

Steffles had the taco-flavored-kisses Gir avatar. It was animated, but it was only slightly annoying. Plus, she stopped posting a long time ago. Right now, animated avatars are a no-no.
