This argument always really pisses me off, that crime in Gotham City would stop if they had the necessary social programs. Do not treat Gotham Crime like regular crime.

Lets take a look at Batmans regular Rogues gallery, and see which ones could hypothetically be stopped by usage of social programs to solve the poverty that is the root problem of most cities crime.

So first, we remove eco terrosists who would be killing people even if they were rich. So thats Ras Al Ghul and Poison Ivy out.

Remove the people who are doing it due to obsession with Batman (that would transfer almost instantly to a hatred of society in general if they didn't have one person to obsess over). Thats Riddler, Bane, Professor Strange and the Joker gone.

People who just do it cause they love torturing people. Scarecrow, Mad Hatter and Zzaszz are removed.

The people who do it just cause they're bored and they like it. Catwoman, out.

The people who are obsessed with killing Bruce Wayne, and criminally driven to do it. Hush, Black Mask, outta here.

The people out for revenge on society because of what happened to them/their loved ones. Clayface, Two Face, Mr. Freeze, gone.

That leaves us with the villains motivated by greed, who are.....the Penguin. So, if Bruce Wayne had dedicated all of his resources to social programs, he would have stopped The Penguin, but left every single other psychopath running around with no-one to stop them.
