Character development explanation

During my many years of reading experience (2), I have come across many awful books (several of them involving vampires. I'm not generalising, but all vampire books are truly the worst types of books invented by man {or woman}).

My question is this:
What has been the worst character development you have ever experienced in a book meant for adults ( so not "spot the dog", or other assorted childrens' books)?
