you can buy them now (before the quest begins) or later when i tell you that you can shop for things... my guess would be whenever you guys are in a town and not "visiting" its jail.

This is not a necro, this is a deposit in the proper thread inquiry.
Now, with my ability to observe, would I be able to take an object, toy around with it, and learn how to use it?
I mean, I can observe someone shoot a fireball, and I believe I'm supposed to be able to do that, but could we consider deductiion as an inate ability?

you can't figure something out unless you've seen somebody use it and declared that you were observing them. you could maybe figure out the remote thingy that was used at a big minus since you didn't declare observing it, but the other tools probably not.
