Just to underscore the punchline, no less a figure than Saint Thomas Aquinas asserted this claim about seeing Hell from Heaven in his Summa Theologica:
In order that the happiness of the saints may be more delightful to them and that they may render more copious thanks to God for it, they are allowed to see perfectly the sufferings of the damned...

A periscope is used to look around. If you want to look from above you need an episcope.

Episcope is used to refer to the ecclesiastical polity of churches which are governed locally by bishops. From the Latin episcopus ("bishop") by way of the Greek episkopos ("overseer"). Boy, that wasn't as interesting as I thought it would be.

I think they generally believe that Heaven will have a whole tier of adult-access TV channels devoted to 24-7 coverage of the tortures of the damned.
