Ed fixed the link for me. Also, I changed fat to annoying (specifying what annoying was in parentheses) and added a rule 26 addendum.

Added rule 11 addendum. That way it's not totally a meme we can abuse and make unfunny, but it's in the Forum Constitution where it belongs.
