Yea that is soap. Sodium palmate is a common surfactant. It will help strip the oils away. But unlike a lot of soaps, they don't remove the glycerol (glycerin) and that acts a lubricant and moisturizer. So you can wash away the natural oils and all the dirt trapped in them without drying out your hair and scalp. I don't know what the other ingredients are for, if anything.

I think I have never seen corn starch in a store here (but I wasn't looking for it so far). Do you think the type of starch matters?

I'm not sure, however some cornstarch is made from corn and some from wheat, so it might not matter.

Any starch should work to at least some degree. It just absorbs the oils.

Yeah, I don't know why they call it that. In Australia it tends to be called cornflour, just to make it even more confusing, although it is sometimes labelled 'wheaten cornflour'.
